Level-1 designed and implemented AV, network, and digital systems for the Illinois Secretary of State, transforming service delivery at 115 S. LaSalle and the flagship DMV.
The Illinois Secretary of State’s Office plays a central role in everyday government operations, overseeing everything from business filings and public records to driver services and elections. As the most public-facing agency in Illinois, it serves as both an administrative engine and a civic touchpoint shaping how millions of residents experience government. In relocating its Chicago operations to 115 S. LaSalle, the Office took a decisive step toward modernizing how it interacts with the public.
Rather than replicate what came before, the agency embraced a citizen-first design strategy that elevated digital access, workflow efficiency, and real-time responsiveness. Level-1 Global Solutions was selected to lead the design and implement the technology environment needed to support that goal.
From license renewals and real ID processing to business certifications and digital filings, many services now span digital and in-person formats. Initiatives like “Skip the Line, Do It Online” and hybrid scheduling platforms required secure, resilient infrastructure. To support this model, Level-1 delivered integrated infrastructure to support audiovisual systems for hearings and announcements, DAS for wireless coverage, and access controls for sensitive zones while maintaining open, accessible public spaces. Our systems also support digital waiting areas, mobile queuing, and layouts scalable to policy or demand shifts.
That same vision extended to the Secretary of State’s flagship DMV at 125 W. Monroe. This new 24,000-square-foot, two-story center is nearly five times larger than its predecessor and consolidates express services like license renewals on the ground floor, with more complex filings handled below.
Level‑1 supported this transformation by implementing robust network infrastructure, audio-visual systems, digital signage, and integrated queue management tools. Fast-Lane kiosks, capable of issuing temporary IDs and vehicle stickers in under two minutes, were enabled by secure back-end connectivity. To accommodate both walk-ins and scheduled appointments, we designed systems that handle unpredictable foot traffic while preserving clarity and speed. Public-use computer areas and job-application terminals expanded access for residents without digital access at home. Finally, layered security systems ensured that safety and open accessibility could co-exist within a welcoming civic setting.

Together, the 115 S. LaSalle office and the flagship DMV at 125 W. Monroe redefined how government services are delivered in an urban context. Through thoughtfully designed systems and public-first technology, Level-1 helped the Office become not only more efficient, but more accessible, responsive, and resilient, built to serve Illinois residents today and long into the future.
