Level-1 developed technical documentation for OEMC’s CommandPoint® CAD upgrade, supporting one of Chicago’s most significant emergency system modernizations.

The Chicago Office of Emergency Management and Communications (OEMC) oversees one of the most complex emergency response environments in the country. It manages citywide incident coordination, large-scale public events, and operates the 911 and 311 call centers, while also running the Traffic Management and Crossing Guard Programs. In addition, OEMC provides vital technological infrastructure and communications support for Chicago’s Police, Fire, EMS, and other public safety agencies. 

As part of a major modernization initiative, OEMC undertook a system-wide upgrade of its Computer-Aided Dispatch (CAD) platform to enable faster, automated dispatch of emergency vehicles eliminating reliance on time-consuming voice radio calls from human dispatchers. The centerpiece of this upgrade was the implementation of Northrop Grumman’s CommandPoint® CAD System, a next-generation platform designed to streamline emergency operations in real time.

Level-1 Global Solutions was engaged as a subcontractor to Northrop Grumman to support the implementation of the CommandPoint® CAD system through comprehensive technical writing and documentation services. Our task was to develop all critical deliverables needed to guide OEMC through the implementation, integration, training, and acceptance phases of this complex and highly sensitive upgrade. We worked alongside technical stakeholders and systems engineers to ensure that all documents reflected the exacting standards required by one of the largest emergency dispatch systems in the United States.

By delivering clear, comprehensive, and technically rigorous documentation, Level-1 played a key role in supporting one of the most significant emergency communication upgrades in the City of Chicago’s history strengthening the city’s capacity to respond quickly and effectively in moments that matter most.
