Cook County Recorder of Deeds Supportive Infrastructure Assessment

Level-1 assessed and upgraded IT infrastructure for Cook County Recorder of Deeds, preparing systems for ACS/AMS platform deployment.

The Office of the Cook County Recorder of Deeds (CCRD) is responsible for safeguarding vital land and property records for the second-largest county in the United States. From supporting homeownership and mortgage lending to protecting military discharge records and investigating property fraud, CCRD’s role is foundational to public trust and transparency in real estate transactions. To improve customer service and streamline internal operations, CCRD sought to implement a new Automated Collection System/Advanced Marketing System (ACS/AMS) for billing and cashiering services. 

Before deploying this advanced platform, CCRD engaged Level-1 Global Solutions as prime contractor to assess the readiness of the existing IT infrastructure. Our task was to determine whether the physical, electrical, and networking systems could support a high-performance application requiring continuous uptime, reliable power, and environmental stability. 

Level-1 conducted a comprehensive infrastructure evaluation, benchmarking existing conditions against the performance requirements of ACS/AMS. Our team reviewed electrical capacity, cooling systems, code compliance, space planning, and continuity strategies, uncovering critical gaps that could threaten the system’s reliability. Working closely with stakeholders, technical staff, and building operations teams, we developed a roadmap of practical, standards-compliant upgrades to prepare CCRD for long-term operational success. 

Our Scope Includes 

  • Full audit of physical infrastructure conditions to assess compatibility with ACS/AMS performance requirements 
  • Evaluation of electrical, cooling, and environmental controls for continuous systems uptime 
  • Identification of code compliance gaps and safety risks under applicable NFPA, ANSI, TIA, and EIA standards 
  • Space planning recommendations to accommodate new equipment and future infrastructure growth 
  • Uninterruptible Power Supply (UPS) analysis and upgrade strategy to ensure power continuity 
  • Stakeholder engagement and interview process to align technical planning with operational priorities 

Level-1’s infrastructure readiness assessment enabled CCRD to plan confidently for the adoption of its customer-facing ACS/AMS platform. By proactively addressing power, performance, and planning needs, our work ensured the office’s technology ecosystem could support the demands of modern public service delivery while remaining scalable for future innovations in records management and citizen engagement.
