Metra Upgraded Telecommunications Infrastructure

Level-1 supported the system-wide deployment of a modern VoIP infrastructure for Northeastern Illinois’ largest commuter rail network.

Metra, the commuter rail division of the Regional Transportation Authority, is the lifeline for over 2 million weekday riders across six counties in Northeastern Illinois. With 7,200 route miles in operation, Metra plays a vital role in the economic, environmental, and social health of the greater Chicago region. In 2017, as part of a system-wide modernization effort, Metra issued a Request for Proposal to replace its aging phone infrastructure with a VoIP-based system designed to increase safety, accountability, and passenger responsiveness. 

Level-1 Global Solutions was selected as a subcontractor to Telcom Innovations Group (TIG) to support the end-to-end deployment of this critical upgrade. Our scope included the design, documentation, installation, training, and successful cutover of the new telecommunications system across Metra’s operational footprint. 

What We Delivered 

  • Design and documentation of VoIP system infrastructure to replace legacy phone systems across multiple Metra facilities 
  • Installation and configuration of VoIP-enabled hardware, handsets, and supporting subsystems 
  • Database integration and verification, including the collection of user and network data to ensure seamless deployment and future support 
  • End-user training programs to familiarize Metra staff with new communications protocols and system features 
  • System testing and commissioning, ensuring that every site was operational before final cutover 
  • Deployment of supplemental PC hardware and client-side equipment for the administration and support of the VoIP network 
  • Close collaboration with TIG and Metra stakeholders to meet a compressed delivery timeline and minimize service disruptions 

Level-1’s contribution to this project helped Metra move toward a unified, digital-first communications infrastructure, one that strengthens internal coordination and supports safe, efficient transit service for the region’s growing ridership. The success of this project reflects Metra’s broader vision for a smarter, more responsive commuter rail system backed by secure, scalable technologies.
