PACE Traffic Signal Prioritization
Level-1 delivered design, installation, and testing for Pace’s smart traffic signal system, enabling faster, more reliable suburban bus service.
To reduce delays and improve transit efficiency across Northeastern Illinois, Pace Suburban Bus is expanding its Transit Signal Priority (TSP) network, an advanced mobility solution that enables buses to communicate with traffic signals and extend green lights at intersections. With more than 600 buses on 220 fixed routes spanning six counties, Pace’s system-wide upgrade represents a major regional effort to streamline public transportation and reduce congestion.
As part of the broader Regional Transit Signal Priority Implementation Program (RTSPIP), led by the Regional Transportation Authority, the TSP initiative seeks to establish a regionally interoperable system that works seamlessly across vehicles and roadways maintained by IDOT, CDOT, and other local authorities. Funded through the Federal Congestion Mitigation and Air Quality Improvement Program, this five-year program is designed to boost traffic flow, improve air quality, and create faster, more reliable commutes for suburban riders.
Level-1 Global Solutions is responsible for the implementation of TSP system design, including network development, interagency coordination, and technical review for right-of-way compliance. We are also tasked with installing key infrastructure components such as Regional Priority Request Server (PRS) devices and Econolite Cobalt ATC signal controllers at field locations, followed by rigorous proof-of-concept testing to validate performance.
Our Scope Includes
- Development of a full Plans, Specifications, and Estimate (PS&E) package for use by IDOT, CDOT, and Pace
- Technical coordination with local and state agencies to ensure compliance with municipal right-of-way standards
- Installation of Regional PRS devices and advanced traffic signal controllers at designated intersections
- Execution of functional testing and proof-of-concept demonstrations to validate signal communication and response
- Project management support, including work plan refinement, progress reporting, and schedule updates
