Cook County Government 31st Floor Remodel

Level-1 modernized Cook County’s 31st floor with network, AV, and security systems to create a connected, future-ready workspace.

As part of a modernization effort to improve operational efficiency and workplace collaboration, Cook County Government initiated the renovation of the 31st floor of 69 West Washington Street, a key administrative building in downtown Chicago. The 21,000 square foot remodel was designed to consolidate and upgrade offices for the Bureau of Asset Management (BAM) and the Land Bank Authority (LBA), bringing both entities into a high-performance environment equipped for contemporary public sector service delivery. 

Level-1 Global Solutions, in joint venture with BKL, was engaged by CBRE to lead the design and implementation of all technology systems and infrastructure required for the new space. This included a comprehensive scope that spanned from network infrastructure to physical security and audiovisual systems, all of which had to be seamlessly integrated into the floor’s new layout of private offices, huddle rooms, collaborative zones, conference areas, and shared amenities. 

What We Delivered 

  • Interior structured cabling systems designed for high-performance data, voice, and video transmission across open and closed office environments 
  • Wireless LAN infrastructure ensuring secure, high-speed connectivity throughout private offices, shared workspaces, and public-facing zones 
  • Integrated audiovisual systems supporting digital conferencing, multimedia presentations, and internal collaboration in meeting rooms and huddle spaces 
  • Physical security systems, including access control, video surveillance (CCTV), and intrusion detection across all entry points and sensitive areas 
  • Emergency phones and life-safety communications systems, meeting current code compliance and enhancing occupant safety protocols 
  • Technology coordination with architectural and MEP teams, ensuring infrastructure alignment with space planning, ceiling systems, and furniture configurations 
  • On-site commissioning and verification of all systems for turnover to Cook County IT and facilities management 

By delivering a cohesive technology environment that supports both day to day operations and long-term flexibility, the Level-1 & BKL joint venture helped transform the 31st floor into a secure, connected, and future-ready workspace. The project reflects Cook County’s broader commitment to modernizing civic infrastructure and strengthening internal capabilities through intelligent design.
